This is a set of 2 sake cups (guinomi/ochoko) with a daruma design, made of ceramic and featuring the engraved logo of Kōundō Honten, a famous shop in Ashikaga City, Tochigi Prefecture, known for its signature Ko-in Monaka (ancient seal-shaped wafer cake).
These are very rare, Showa-retro vintage items from Kōundō, likely from over 40 years ago when my uncle would always buy Ko-in Monaka when he went to Ashikaga for work.
They can also be displayed side-by-side as daruma figurines.
